Kia ora and welcome to the Waitākere RTLB Service, Cluster 5, a vibrant hub of learning and support for children!
At the Waitākere RTLB Team, we are dedicated to supporting the growth of an environment where children and young people are able to reach their full potential. Our team comprises 36 Resource Teachers: Learning and Behaviour working in Waitākere providing learning support services to 55 schools in the area. This stretches from Kumeū to Hobsonville, Massey, Henderson and the Te Atatū schools. We work with school leaders and teachers, to support students and whanau. We also often work with school leaders on specific projects that have a broader impact.
RTLBs are registered teachers who have specialised training in understanding children’s learning, as well as behaviour needs. With a focus on holistic development, we prioritize not only learning progress but also emotional and social well-being.
Through a blend of innovative and solution-focused thinking as well as personalised support, we are committed to the progress of students in our community of schools through working with their learning support teams and teachers.

The Role of the RTLB
RTLBs work collaboratively with schools and families to support students who require additional assistance to achieve their learning goals. The service focuses on providing support to students with learning and behaviour difficulties, including students with special needs and those who are gifted and talented. RTLB are funded by the Ministry of Education and work in clusters to provide service to local schools. The RTLB service is accessed via referrals from schools.
Our Work
Resource teachers of learning and behaviour (RTLB) are experienced, specialist teachers who work alongside schools to improve outcomes for students. We understand that as a parent, you want the best for your child’s education. The RTLB service is here to support your child’s learning and behaviour in schools. Your local RTLB service is the Waitākere RTLB, Cluster 5.
How does the RTLB service work?
The service is available to all primary, intermediate and secondary schools in New Zealand. Schools can access the service by making a referral to their local RTLB cluster.
Once a referral has been made, an allocated RTLB will work with the school and family to support the needs of the student. We work with teachers to develop strategies and systems to improve the student’s learning and behaviour. We do this through assessment to identify next steps and developing goals to cater for learning and well-being. At each step of our service, we share our reports, plans and recommendations.
